TELECEL and Guinea-Bissau Government Launch STARTOCODE Coordination Committee

The TELECEL Group, represented by Mr. Moh Damush, CEO of the TELECEL Group, and the Government of Guinea-Bissau, represented by His Excellency Dr. Florentino Mendes Pereira, held a ceremony on May 6, 2026, to sign a Joint Decree formalizing the creation of the Coordination and Monitoring Committee for the STARTOCODE Platform, as part of the implementation of STARTOCODE in Guinea-Bissau.

The Committee is composed of representatives from the Ministries of Education; Youth; Women and Social Solidarity; Public Administration and Labor; Transport, Telecommunications and Digital Economy; as well as Telecel Guinea-Bissau. Its mission will be to supervise, coordinate, and monitor the implementation of the STARTOCODE program in Guinea-Bissau.

The signing of the document marks another major step in strengthening collaboration between TELECEL and the Government of Guinea-Bissau in empowering Guinean youth with programming and digital skills, with special emphasis on women and people with disabilities.

The CEO of the TELECEL Group, Mr. Moh Damush, thanked the Government of Guinea-Bissau, through the Ministry of Transport and Telecommunications, for its trust and stated that TELECEL is committed to investing in the community, especially in youth, as well as in the digital and telecommunications sectors.

The Minister expressed his appreciation to TELECEL and emphasized that the signed document represents a commitment to the future, to young people, and to families, who will see renewed hope for the future in every child trained.

Under the STARTOCODE Program, one thousand young people will be trained annually over a four-year period in programming, data analysis, and cloud computing.

Mr. Moh Damush was accompanied by senior management from Telecel Guinea-Bissau, as well as executives from the TELECEL Group who are currently visiting the country.
